Kelly Dinkins currently serves as Director of Data Insight for the Office of Revenue Analysis (ORA). Dinkins leads a team that is responsible for developing and governing ORA’s data and information strategies, managing the in-office SAS application and developing and maintaining ORA’s economic and statistical models.
Dinkins has worked in the district government for 23 years, previously serving as ORA’s data manager and fiscal analyst. Dinkins also served one year in the Office of the Deputy Mayor for Planning and Economic Development where she arranged tax-exempt revenue bond transactions and delivered executive testimony before the Council on behalf of bond applicants. Prior to joining the district government, Dinkins served as a research assistant and programmer with Mathematica Policy Research. In this position, she performed theoretical and applied research on national policy issues related to TANF and healthcare. Dinkins earned a master’s degree in public administration from American University, and graduated summa cum laude from Spelman College with a bachelor’s degree in economics.
